The legislature has this power, as do we the people. Article V states “…or by Conventions in three fourths thereof…” when defining the process for amending the constitution. “or by Conventions” means gathering of the people, which means formal petition, “three-fourths thereof” means 75%. So translated to modern English it means if we can get 75% of the Americans to agree on something, we can write it into the constitution as an amendment. This was done because when we started originally we were a confederacy, but there was a big problem in communication between the representative states. So they decided to form a Rupublic type government where the states would be represented by an individual. Now that we have the technology, we can use the right they gave us to have true democracy. The only true democracy is town hall democracy, that is where it all started, for us. That was the intent, that is our right, to petition the government to enact change through peaceful convention of the people. Business has given us all the tools we need to gather official signatures with relative ease, most from the comfort of their homes, others at offices, libraries, anywhere they can connect.. We just need technology to spread it like wildfire.
