A permanent and constant cencus that registers every willing citizen's proposition, then allows every citizen registration to vote on each of the most popular propositions.
Make this system available, providing the function that is needed to attest that we are capable of change and not simply demanding it.
This would solve major problems occuring presently and provide a productive method for allowing the entire population to solve the major problems of the future.
Don't punish the leaders. It is the position of leadership that is causing problems. Any form of punishment would require more leadership, continuing this state of recurring violence. I suggest to (peacefully) oppose actions of individuals and to support actions of individuals, without fear. We must decide for ourselves.

Just don't use Diebold for this. Instead use non-proprietary software on open-hardware. Something that can be easily checked by anyone without jumping through hoops.
I, however prefer the government to just stay out of my business, and to settle things personally with whomever has a grievance with me. That is to say if I violate their life, liberty, and property.
