thing begin taking shape this week. the Volcker Rule limits(stops actually) banks from investing depositors money in speculative trading. the practice of doing so came to be after clinton repealed the glass steagall act. by repealing the act, banks were then allowed to buy stock with money insured by FDIC. basically they go to the casino with your paycheck and if they loose it the gov is on the hook to pay it back to the bank to cover your deposit. who pays the government back, you do.
