What they're basically saying here is, We're the government, we'll do what we want. The world is a battlefield.

Obviously I'm not suggesting that the government is just going to start killing a bunch of US citizens all the time... but this is a very scary step for them to take and to use such language on the topic.

The government has lied and done wrong many many times. It is absolutely fucked for them to assume these kind of powers without checks and balances.

What are your thoughts on this?
