Phil Gramm spearheaded both, and both were signed by Clinton. Neither political party was on the right side of this one. #1 created the seed of destruction, #2 ensured we all paid (and continue to pay) for it.
I know this info has been shared before in other areas, but this is where I'd point the laser if people start meaningfully asking for specifics.
