We were once a nation of builders. Following the end of World War II, returning GI’s were faced with a bleak jobs market. Our federal government anticipated their plight and, in order to shrink number of excess workers, offered the GI bill. This insight allowed millions, who otherwise would lack adequate financial resources, to attend college. This investment bred a generation of entrepreneurs, engineers, intellectuals, and scientists. The investment was returned tenfold. We are once again faced with a crisis that has left millions of Americans without work and unqualified for a transitioning economy. Our federal government should again take measures to shrink the surplus of workers in our economy. A national endowment should be created that invests in what our country needs most; engineers, entrepreneurs, and experts (“the three ‘E’s’”). Scholarships, grants, and generous financial aid should be granted to students participating in approved programs advancing "the three E’s.” The effect would be a new generation of professionals proficient in science and the business opportunities of the future. A wise investment in our future will occur while abating, somewhat, the current plight of the unemployed.

You have a plethora of experts and engineers. Our scientists are out of work because the jobs were shipped overseas.

No, there is a shortage in many areas because people in this country have been to lazy to master math, science, and their applications. They were too busy taking easy jobs in the finance or real estate sectors.

If you want to build things, you have to study how they are built.

No. Research jobs were shipped overseas. http://www.nypost.com/p/news/opinion/opedcolumnists/america_vanishing_science_jobs_V3TzWwPRZsmTh1sGmtVr8L

Many jobs have been shipped overseas. It isn't because you do not have the people qualified. It is that you want to pay a buck fifty for the qualified.

Here have another link. http://www.manufacturingnews.com/news/newss/outsourcing111.html

Make a Golden-Parachute EARLY RETIREMENT Offer (US Bonds) to those with W2 Jobs(can never go back to a W2 job) AND over age 55, AND good only for the Next 3 Months. Train some of the Retirees to Go Into Business for Themselves and Generate Demand For Goods, Services and Employees. That is another way to achieve your goal. Ya, I spoke about that one on another thread....I didn't include it here because I didn't want to dilute this particular message. But, it is logical to allow those who can and who want to retire early to do so....and it is logical to give employers whatever incentives you can to facilitate it. These would not be layoffs, but would instead provide open slots for other workers to fill.

I would support a FICA Holiday & Unemployment Insurance payment Holiday for every new employee (after the 3rd month) that INCREASES a company's total US employees - Give the employer a two year Holiday.
