A large share of the nation's R&D goes towards support of the military and financial industrial complexes as well as medical research. Less funds go towards preventative medicine, mass transit, and modernizing the industrial base to support green technologies. The United States spends relatively little compared to China, as a result the country falls behind in key areas. At the same time, the environmental, energy and economic needs increase as funds are wasted on wars and the super-rich avoid their tax responsibilities. The poor oversight of green industrial policy is hardly an argument against industrial policy. South Korea, with its substantive Green New Deal investments, is doing far better than the U.S.
