I just can't imagine knowing that a bunch of pissed off, armed soldiers were coming back from risking their lives in a phony war to find their own people rising up against the government, and not having a back-up plan. Even if that plan involves hiding in a secret bunker, and Barack Obama spending a lot more time visiting other countries, or flying around in Airforce one.
The plan is simple: Buy them, and if they can't be bought, Silence them.

Homeless encampments under bridges and river basins are broken up all the time. Usually by agencies like OSHA

Does Captain Lewis realize that Zuccotti Park is a privately owned park? Maybe he was misinformed, because his comments are stemmed from as if it was a public park, in which then I would understand completely. If you're a homeowner, and your property was dirty, you would be concerned about it as well.
The park is a deal with the city. Lets put it this way... How much longwr before central park is privately owned...its not entirely private. Contracts should be upheld even if its comtracts with thw one percent
Tax payers subsidize the upkeep of the park. Though it is privately owned tax payers still bear the burden for it.

Reading into it again, your assessment does make sense. But I don't think he was aiming it at the NYPD rather than the NYC officials.
