Most of the turmoil we see in the financial industry is from people "making money from money". This is not productive. If stocks were required to be held for one year after they were purchased then the stock market would again become a place to raise capital for long term investments. Companies would not be driven by quarterly earnings. Banks could no longer speculate (bet) in the stock market.
Who can draft a law to this effect?
