These tyrants will stop at nothing.
As long as the scale is based on not everyone having to pay, it might not be a bad idea. If the scale has a positive 100 and a minus 100, and vehicles deemed in the positive don't pay, and those in the negative do pay, I think it is a good idea.
Which tyrants do you mean?
