In the 70's after many over reactions by Police to non violent anti war marches Civilian Review boards made Police adopt non violent tactics. It seems since then most Police forces have lost or abandoned these non violent techniques to the use of their toys like Tear Gas, Pepper Spray, and tasers. Occupy movements need to get legal services to petition Civilian Review Boards and City Councils to make Police departments stop using violence against non violent protesters. Also go to court to highlight the use of violence, illegal stop and searches, and assaults against protesters, media and even bystanders.
