Pretend to be or really nice to a single or a specific group of cops. Later the cop[s] you are nice to would be subjected to the suspicion of the other police officers and they might go to our side or convince the others that we are not so bad.

You dont seem to understand the point. Creating the division was to bring on the wrath of the group. The wrath of the group is to make the outsider comply with the will of the group and ultimately increase group cohesion. What you suggest, therefore, is making the cops a more strongly bonded force than they already are, which is counter-productive.
