ALSO:
if the tax system is broken so it must target check up (randomly or otherwise) to instill enforcement; than that is not a reasonable system
honestly. I think those whole IRS confession/ reassignment is a dog and pony show
In reality, the entire bureaucracy is inefficient and expensive because no one has managed to clean up redundancies, conflicts, etc. One would think in this day of digital review and programming, that a program could be devised to streamline government -- get rid of excess people instead of firing policemen and firemen and teachers who actually serve the public. Of course, we can't start with Congress, but it would sure be nice if we could fire some of them :) Have to wait until 2014 for that, I guess. :)
