Its worked great for China.

People say its wrong to impose Tariffs, but completely ignore the fact that China's currency manipulation makes American goods more expensive than they should be to Chinese people... and Chinese Labour cheaper than it should be for American businesses; which is the same thing as a general Chinese Tariff on American goods combined with an incentive for American investment. A win-win for China.

I think India has caught on to the fact that with intelligent government intervention you can gain a serious advantages over a country that has flung open its borders like an idiot... thinking its free trading, when really its just being fleeced.

exctly and american governmnet does not even recognise out sourcing is a problem, shows what kind of influence these corporates have over the american governmnet

That's only call centers. I hope cause otherwise I'm leaving for real.I'm studying IT and there is no point staying here if there are no jobs. I don't know who's responsible for this but this is just stupid.

It's not just the USA, I work for a local newspaper which is a subsidiary of a national and they are outsourcing the pre-press dept. to Mumbai, another 82 jobs gone, but it's been happening for years and years. We just can't compete with the huge, cheap, manpower resources India and China can offer.

There are other avenues our respective governments can take, but are unwilling because of their bonds to other interested parties.

Blow to Obama: Amendments on H1B and L1 visas, anti-outsourcing bill blocked

PTI Sep 29, 2010, 12.49pm IST Tags:

WASHINGTON: Two amendments moved by a US Senator on restricted hiring of foreign workers and another aimed at preventing fraud and abuse of H-1B and L1 visa could not pass the Senate floor as it was was blocked by the Democratic Party.

The two amendments moved along with the Creating American Jobs and End Offshoring Act, was blocked by the Democratic Party, Senator Chuck Grassley, its author said yesterday.

Incidentally, Senate Republicans successfully blocked the passage of an anti-outsourcing bill that denied tax breaks to US companies which move jobs overseas, dealing a blow for President Barack Obama.

Republicans in a 53-45 vote blocked the bill which fell six votes short for passage. At least 60 votes were needed to clear the Republican procedural hurdle to the Democrat Bill which failed a key test.

The bill envisaged a ban on government contractors from using American taxpayers' money to move jobs offshore.

As part of efforts to boost employment in the US, Obama is vigorously pushing to end the tax break for companies who ship jobs overseas saying it should go to firms who create jobs in America.

India, which already holds at least 50 per cent of the global outsourcing market, has become the world's back office as Western firms set up call centres, number-crunching and software development outlets to cut costs.

Indian IT honchos have maintained that the bill won't make much of an impact on India. However, they warned that US companies operating in other countries may be beaten by the same stick.

"Despite the number of Americans without a job, companies are still allowed to import thousands of foreign workers with little or no strings attached. My amendments would make it possible for qualified Americans to fill the vacant positions first," Grassley said.

His first amendment would have prevented any company engaged in a mass lay-off of American workers from importing cheaper labour from abroad through temporary guest worker programs.

The second would have taken aim at fraud and abuse of the H-1B and L Visa programs, while making sure Americans have the first chance at high-skilled jobs in the United States.

Both amendments were being blocked by the Democratic Senate Majority Leader, the Senator said in a statement.

The 'H-1B and L-1 Visa Reform Act of 2009' would improve two key visa programs by rooting out abuse while making sure Americans have the first chance of obtaining high-skilled jobs in this country, Grassley said in the Senate floor.

"Many Americans are unemployed, yet we still allow companies to import thousands of foreign workers. These businesses should be asked to look first at Americans to fill vacancies, and they should be held accountable for displacing Americans to hire cheap foreign labour," he said.

"These two amendments go directly to the concerns about job creation and prevention of off-shoring of US jobs. Both amendments are bipartisan. Yet, if cloture is invoked, these amendments would fall on the Senate cutting room floor," he added.

Grassley said the H-1B program is well-known for encouraging companies to take their work offshore. http://webcache.googleusercontent.com/search?q=cache:http://articles.economictimes.indiatimes.com/2010-09-29/news/27619245_1_anti-outsourcing-bill-move-jobs-foreign-workers

Despite High Unemployment, U.S. Companies Are Hiring From Overseas At Record Pace 12/06/11 Despite the jobless epidemic, U.S. companies are tripping over themselves to fill high paying job openings with workers from overseas. Companies, lead by Microsoft and IBM, have already maxed out their allotment of 65,000 H-1B visas.

Indeed, it appears U.S. companies have set a three-year record in how quickly they reached the cap for H-1B workers. The applications process for 2012 opened on April 1 and on November 23, the U.S. Citizen and Immigration Services department announced that the cap had been reached.

But there are more than 65,000 jobs at stake. The USCIS also received "more than 20,000 H-1B petitions filed on behalf of persons exempt from the cap under the ‘advanced degree’ exemption," it said. In addition, petitions for workers who already have their visas are not counted toward the cap.

The H-1B visa is a temporary work visa for those classified as "skilled workers" such as engineers, doctors and scientists, and the pay is good. For instance, the average salary for a worker that lands a job at Google is $103,129, at Oracle it is $104,080 and at Microsoft it is $96,497, according to MyVisaJobs.com, a firm that helps prospective employees apply for such positions.

This visa program was established to let employers hire the best and brightest from a global workforce. But some U.S. workers have complained that the program allows companies to ignore U.S. workers and import employees willing to work for lower wages.

Critics of the program have also complained that H-1B workers have diminished rights and protections, too. They have charged that such workers cannot leave their employers, for instance. Workers must petition the USCIS to extend their visa, change employers, accept a second back-to-back H-1B position and so on.

As with previous years, Microsoft imports the most overseas talent, followed by IBM and Indian outsourcer Infosys Systems. The top 25 users of H1-B visas come largely from the high tech sector.

India has NOT devalued it's currency. The currency was as it is over valued slightly and a correction was expected. And Indians aren't happy about it all.

Tariffs are the only answer. Time to start getting control of the corporations. Let's start with Obamas master j. Immelt.

Sounds to me like the people of India are going to have some jobs.

God save us all... This is not good, currency devaluation leads to inflation. Inflation = less for your money; With more global traders (countries) devaluing currencies, the stage for hyper inflation is being set.

Most IT jobs are done on site, you do know that, right?? Maybe that idiot you talk to on the phone is in India(I've gotten mostly Americans, I dunno about you), but you can't outsource something you have to physically be there for.

I'm a programmer working for a US company, but living in Indonesia. The company I work for hires all their programmers from over-seas. There is one guy from Russia. We have an American, but he's living in Nicaragua. They pay me less than they would if I was living in America, but life is so cheap here that I end up saving more.

When he says IT, I think the OP means programmers and people doing admin from a distance. There's a lot of admin work you can do over the wire, you only need physical access to the server for major problems. The firm I work with have a few admins in house, but a lot more over-seas.

[-] 0 points by necropaulis (491) 12 years ago

I understand that also, but who sets up said server's and such?? Who goes out to do hardwiring?? My point was that it's not like all IT goes out. How much is the difference in your pay?? I'm not looking for an exact figure, just a ballpark.

I make about a fourth of what I would make if I lived in America. However, this still makes me a rich man where I live. One month of work covers all my life expenses for one year, the rest is pure savings. I rent a four bedroom house, and support my wife and three dogs as well as myself.

As for servers, the place where I work has one in house admin, and four over-seas admins. Once a server is installed, it can be setup and configured from a distance. Even the in house admin mostly works from a distance. They hired him for the rare emergencies like hard-disk failures, and the rare times that a new server is plugged in our stack.

I didn't realize things became so remote. I used to do networking, but that was a long time ago.
