Here's what I propose. Work for a reform of the ballot to be called None of The Above. This reform would require every federal or state ballot beginning with the 2016 elections to have a place voters could indicate their choice as None Of The Above. If no candidtae recieved more votes than None Of The Above, then a re-vote would be required within 90 days. So if there 4 candidates on the ballot, and you didn't approve of any of them, then vote None Of The Above. Just think of what that choice being legal would do to futire elections! By the way, I got the idea from an Eddie Murphy movie from some years back.
Of course those not voting are protesting, but they are not picking "None of the Above", because their non-vote has no effect on the election results now. What I'm saying is that the electoral laws be changed so that a voter can legally cast a vote for "None of the Above". If enough voters do that, "None of the Above" is declared the first-past-the-post winner, and therefore that election is declared invalid and must be run again...either with the same candidates or new cabdidates in 90 days from the first vote. That fact, a forced re-voting, makes all the difference. Being able to say, "No, none of those original canidates are what we wanted...go back and return in 90 days with your new canidate", is what will force the established parties to listen to the voters opinions. And that would be especially true in primary elections....because if the voters rejected a slate of canbibates in an early primary, then why would a political party even think of running that candidate again in a legally mandated re-election? Think about it.

I think that the folks that are not voting are already picking "None of the Above".
