Forum Post: How do you set up the emergency SMS sending thing?

Can someone tell me how you set up the thing where people can send you an SMS and they get put automatically on a list for emergency messages? I am helping with the occupy Ottawa camp and I want to know how you decided to do it (of course I could figure something else but we need something that is known to be reliable).
