Yep. Pretty depressing I'd say. Don't know that more funding is the answer. Pretty sure the declines are due to social attitudes and moral decay. Kids today just can't see the point of putting a lot of effort into their education because when they graduate and go out into the work world they're pretty sure, and correctly so, that they're walking into a wrecked world that we will be handing them. So, they reason "Why bother?" and instead choose to "live it up" while they can because they sense the Apocalypse is just around the corner.
