Can we predict or estimate the police's movements while being spontaneous ourselves?
As long protestors are not occupying the high legal ground, they will eat shit.
They will also be compromising the rights of all Americans because the fascist police and Occupy are obviously working together to make it OKAY to attack peaceful protestors.
To occupy the high ground protestors MUST be protesting compromises to the constitution and petitioning for lawful process in defense of the constitution.

5 U.S.C. 3333 required you to sign an affidavit that you took the oath of office required by 5 U.S.C. 3331 and have not nor will violate that oath during your tenure of office as defined by the third part of the law,
5 U.S.C. 7311, which explicitly makes it a federal criminal offense for anyone employed in the United States Government to “advocate the overthrow of our constitutional form of government.”,
18 U.S.C. 1918 provides penalties for violation of oath office described in 5 U.S.C. 7311 which include: removal from office, imprisonment, and a fine.
Executive Order 10450 specifies a violation of 5 U.S.C. 7311 for any person taking the oath of office to advocate “the alteration…of the form of the government of the United States by unconstitutional means"
The definition of “advocate” is further specified in Executive Order 10450 which for purposes of enforcement supplements 5 U.S.C. 7311.
According to Executive Order 10450 (and therefore 5 U.S. 7311) any act taken by government officials who have taken the oath of office prescribed by 5 U.S.C. 3331 which alters the form of government other than by amendment, is a criminal violation of the 5 U.S.C. 7311. Such alteration without amendment is criminal violation of 5 U.S.C. 7311 and 18 U.S.C. 1918.

I think there are 2 essential issues.
1.) There are never more than 1 cop to 1,000 people in any city, thus the people can always over-whelm the occupying force ( nazis ).
2.) That OWS must STOP staying together in fixed locations in fenced areas which makes it easy for 1 or 2 cops to manage.

Read Sun Tzu's book on strategy, .. know the enemy better than he knows himself.
Lastly to quote the cop's, always know when running head to bad stinking, dirty places that cops don't want to go, cuz they tend to be lazy and afraid of smell or soil.
Forget about scanner's as cops these day's always use cell phones for discrete communication, the air-waves is just for public consumption.
There is software where people can report on smartphones location of cops, and then it can be fed to a server, and then the logistics of movement area easy to predict using Von Neuman predictive algorithms.
