Yes, another example of why taxes don't work.
If the 53% of people who pay income taxes are concerned that 47% of people do not pay income taxes, the solution is elegantly simple. The 53% can give some of their income to the 47%. It is odd how much time some people spend complaining that they have too much income without doing anything about it.
