The only way to get Congress working again is the fix the whole system. Unless we do this, we will see gerrymandering, voter ID laws, and states using new tactics in the Electoral College to bring about more minority rule. Several states may soon decide to apportion their electors for President by congressional district rather than as winner-take-all. When this happens only in states runs by one party, it allows their minority to win the Presidency with a minority of the popular votes. See the proposals at: http://faculty.fordham.edu/davenport/convention.html

Thanks, I'm definitely open to more categories. The list of amendments already needs revisions, e.g. to include one banning members of Congress from acting on insider information to profit (an amendment already proposed by others). An amendment on warming would be quite a substantive one, and I emphasize the procedural amendments (the substantive ones are more sketchy). But it would be possible to empower the EPA to promote sustainability and to regulate climate-altering emissions. Still, ending the filibuster and House seat gerrymandering would make this possible by ordinary statute.

Yes, you have excellent analyses of problems of current system, gerrymandering at state level, affects us all, and gives the House to the party that has rigged the state systems, nationwide.

Seems the best to have a convention, and fix what is broke.

Elegant idea and what's there so far is well done. It's something I would want to read over a few times, in different frames of mind, but I find it all to be a major step in the correct direction.

If you are still open to another category, ecology/global warming, is something else that should be dealt with, along with the few other sticky wickets with the question marks that are still to be hashed out..
