Everyone gets down close together, on the ground in a ball with their head covered by their arms. Horses natural instinct is not to step on people. From training I have had Horses will not step on you. Check this out with a few horse ranchers I have run into. They all confirmed it. They will not obey their rider to step on you.
What causes injuries to people and horses is when masses of people are moving around standing up. Then the horses keep moving. Stay still in balls on the ground the horses will stop.
