after countless hours of research into the source of the rules allowing our plutocracy to exist, there is a single source and it is fixable.

Repeal the Permanent Apportionment Act of 1929 including all following revisions.

This would restore the house of representatives to the rules set by the founding fathers with ratios of 1 representative to every 15,000 citizens instead of our current 1-700,000 ratio.
