Working groups should not get any funding until they produce regular, consistent, accurate minutes of all meetings. The biggest loss to our movement is transparency. The minutes need to include, if not names/nick names, at least the number of attendees. There should be an established quorum, defined by WG, and declared in their charter. If not met, then the meeting is not official, and therefore that WG doesn't qualify for funding that week. Some independent group/person needs to approve/verify that the meeting occurred. It's way too easy to start a WG and get paid $700/week tax free!!
Does this pertain to the NYCGA?
