If the government has secrets from the people their meant to represent there is a huge problem.
National "security" is not served by secretive cabals hidden from public scrutiny, quite the opposite.
In light of the new fact that MOST of the secret spying is being contracted out to private corporations, the word fascism comes to mind.
All intelligence need to be open and transparent, we pay for it we should be able to access it. All of it. If not we do not live in a free and open society and the word democracy does NOT apply.

Considering the cold war is and was fraud, and US diplomacy is corporate resource rape following military invasion, yes.
And, ending the secrecy will reduce fear generally.
