Here are some tactics you might try. If you can't get close enough to occupy your target, pull back and occupy the surrounding areas. The affect is the same. This causes is authorities to spread themselves thinner over and larger area. If there are enough protesters, opposing forces will lose ground due to a lack of numbers. Once the opposing line has a break in it, move back again. There is absolutely no way to contain 100, 000 people much less a million without resorting to violence, which is an admission from authorities that they have lost and are desperate.
