A form of government where the society is required to provide basic services (food, clothing, shelter and healthcare) to all its citizen but also empowered with the ability to shape the programs that provide those functions. The economic engine is capitalistic and the government is democratic but the nature of the contract compels the wealthy citizens and business owners to minimize unemployment, efficiently deliver services (especially healthcare) and meet a minimum level of wages so that the smallest number of citizens require government support.

I guess it's a start. If they can't emigrate here, they can always make their own land more like us.

With some slight modifications of course.
