It appears now that they both wanted it, but neither whats to shoulder the blame. I wonder what country they're from because they're sure not Americans.

I know what you're saying and the confusion may be by design. If I had to guess, and it's purely guess, I would think Levin said too much in the video and was reprimanded and told to get in line and shut up. I don't know, but the fact remains that most of our leaders want the ability to lock-up US citizens without charge, or trial.
That much is clear- that the majority in Washington are in favor of indefinite detension.
They think of themselves as 'rulers' instead of 'leaders'.
