NYC has New York values, duh!
It's founded on tolerance, being rather cosmopolitan, and willing to trade or compromise. As they would say, "Only in New York!" -- and they are correct about where the absurd is creative.
"What's going on?" can be viewed negatively as "I know nothing." but it can also be viewed positively as "I am curious and I wonder." Raygun surely used both ray and gun on the "Evil Empire" but the prospect of "The Day After" made the doomsday scenario unpalatable. Active peace germinated from the question.
