A destitute impoverished country with no engineering infrastructure at all needs Europe and/or America/Canada to mine this gold.

Anyone taking the risk to mine this country is going to want to be paid a lot to do it.

How to make this win/win? ( If the corrupt Haitian govetnment gets it claws in it, the average Haitian wont get a penny)

The Haitian government is corrupt because it gets rich by perpetuating the country's neo-colonial dependency. If the Haitian people had control over their own resources, this problem would be solved and it would be a rich trading nation with self sustaining agriculture.

For their enslavement (France, British traders), wars of attempted re-enslavement/extermination (France, Spain, Britain), then swindling and proxy oppression (France again, USA, Canada - via the Duvaliers, military, UN, TN corporations etc) of the Haitians for 300 years, all of Europe and US/Canada owe Haiti the engineering infrastructure for free.
