Article 5 of the Constitution provides for a convention to amend the constitution... AKA a Constitutional Convention.
There already more than enough states making requests to satisfy the requirements. All ideas could be put on the table, debated, and those with 30% or more support (for example) put to the states for ratification.

I believe someone on this forum is pushing for exactly that, which, by the way, I think is a viable idea.
