Saw a news report gasoline cans and generators were being removed from encampments as "fire hazards".
First backup plan would be propane fueled generators (yes, they exist and can be run from camping/BBQ gas bottles).
In the worst case where they steal propane bottles, battery jump-starter/portable power blocks (cheap at auto parts stores) often have a lighter socket or two as accessories. They will run a 75W or 100W inverters (also cheap at auto/camping shops). All you need is somewhere (a supporter's apartment) to park them to charge and a shuttle service swapping full for empty regularly.

yeah battery swapping is good,. as there are mains power all around,.
The kit we're using in the camp was the same stuff they use for NYC street vendors, the fire hazard thing is pretty much bullshit.
Of course it is bullshit. The trick is to take their bullshit at face value and be logical and responsible. They either accept the you have won this round or prove by their actions that the original action was illegitimate. (Administrative Law can be a Combat Artform)
