(Reuters) - Portugal's two largest labor unions proposed on Monday holding a general strike to protest against the government's austerity plans, just as the center-right administration was to present its draft budget to parliament.

The general strike will probably be in November.

General political strike, U.S.! It's the next step, though unwieldy in times of high unemployment.
