If you are involved in an action where you might get sprayed -
BE PREPARED
in a ziplock bag, fold a 12"x18" American flag with 1/4 cup water
or just have a plastic flag
when IT approaches - put the flag over your face
you get some protection
and the press will broadcast -
police spraying the flag
win-win !
The best remedy is obviously to not get involved in an action where you might get sprayed. It's also called not breaking the law.

Did you see the video of the first incident wherw two women were sprayed by a NYC officer? They were breaking no law. And in fact, the officer was disciplined by the police department.

Well I did get involved - I went to a peaceful anti-Vietnam war demonstration where Nixon was speaking. I was not sprayed - but I was arrested for disturbing a religious meeting.
In your experience, are authorities - cops - always right ? don't get involved?!?! - ask Gandhi or MLK
Pepper spray is a favorite among sadists.
It doesn't kill you, it just hurts like hell.

This is merely a cleaner, and I doubt a very effective one. Capsaicin is quite hydrophobic (oily), so a water based cleanser with milk and honey and baking soda probably won't do as much to dissolve it as the other sorts of things mentioned at http://en.wikipedia.org/wiki/Capsaicin#Treatment_after_exposure
yes - oil - when my hands are very grimey from working on my car, I rub on salad oil or even motor oil before washing with detergent

I find that video unpersuasive, and I am skeptical of the honesty of the presentation. I would think someone who researched an antidote for CS gas for 22 years would know that benzene is not a sugar! Nor is it easy to extract the Cl from the chlorobenzene. The clastogenic effect of CS gas (see Wikipedia) is real but this is different from a DNA intercalating agent which causes localized mutations. Last but not least, the demonstration of a spray that neutralizes vinegar is impressive, but that is merely simple chemical buffering - the acidity of vinegar is not the same thing as the TRPV1 ligand activity of capsaicin.
