I have made the following system for society and reform/revolution, which I call a DAVID239+/9-roads system. It comprises of a national free trade principle for all, but power positions are removed and equalized to make prices fair. This is therefore a system in the interest of the labor class, including farmers: people who work rather then dominate or run criminal activities. If you work well you should do well in this system, if you are lazy you can still do well if you are willing to live from not so much. This is the general system, the sick, old and needy are of course taken care off.

There seems to be three dangerous forms of power concentration in the current systems since the feudal time and including the USSR marxist plan-economy attempts: the power of land lords, the power of (larger) business owners, the power of the (larger) money investors, and the power of unaccountible Government.

The DAVID239+ system contains 4 principles to deal with these 4 power concentrations: Democratic Authorities, democratic Ventures (companies), democratic Investments, democratic Demarcations, hence the name a DAVID system. Democratic authorities in this system means a system of true democracy, where the people group in 'votergroups' of 50 persons.

I can't seem to reply to your below message "the problem i see ...". It isn't the software that makes peoples council government possible, unless you mean we are discussing it using software. It is all achievable using direct relations between people, i see no role for software there, on the contrary using software would be cumbersome.

The 2nd tier does not represent 1% of the population: People group per 50 electing 1 delegate, this yields around 1% of the population: that is the 1st tier. This is a massive amount of delegates, compare to what we have now where for example in our 170 000 person city we have about 40 persons thinking they represent it (maybe they do, but it is tiny). ... I do not believe in a plan-economy, because it concentrates power and takes power away from people. If you trade you are in charge of the distribution of goods and services yourselve, this is necessary to prevent tyranny. Plan-economy can function on a small scale however, below the 'anonimity border,' such as in a family or company - that then is a 'trade in your head rather then by overt behavior'.
