All posted 100% transparently on the internet ;
1) itemize everything received (blankets, tents, cots, etc.), approx. costs, etc. 2) account for every penny received and spent (names, amounts, etc.) 3) do periodic audits to review/account for items 4) for the lifecycle of each item (until written off) and dollar spent
in multiple levels of detail for any citizen to check (do their own informal audit), to expose/minimize fraud and waste (in any party, movement, etc.), but most importantly to positively persuade even the most doubtful of individuals through 100% transparency (i.e. create no holes).

Excellent! thanks for the link, it's a great start. Though as it grows, it needs to move to a place on this site for anyone to review at any time, so you don't get so many comments from people like me! :-)
Keep in mind, greed is a human trait in every single one of us just at various levels - being extremely open (i.e. all details posted on internet) makes it much more difficult for any one person or small group to 'get greedy'.
storing for famine is an animal trait
As both a person and an entrepreneur, I don't believe in loans, don't want them, don't need them. Organic growth, while slower, allows you to spend time on details which means higher quality, happier clients, happier employees. So, not spending all your money is essential.
A basic rule of small business (and life) - you have money you can do, no money, no do.
I'm a believer that governments should only run surplus budgets to be there to genuinely help out with real cash in downtimes (absolutely minimal to no interest loans) as there will always be up and down business cycles.
a human need food, shelter and health before it is able to start a business
