This means no attorneys, or other holders of highly specialized degrees may hold public office. Reasonable every day people were intended to hold office and pass legislation written in plain English, not attorney legalese or phd economist mumbo jumbo. Our government was never intended to operate beyond the bounds of that which a reasonable person can be expected to understand.

It also covers pay for play, all forms thereof as well as having business interests of any sort, outside one's elected office or position.... no conflicts of interest.
