The True meaning behind this is that no American should ever lose their job or benefits when corporate executives can dish out untold amounts of bonuses to themselves. If in that year they have to dumped large amounts of employment they have themselves failed at their position and are ethically and morally responsible by law to not receive a bonus. The action misappropriating company funds to yourself is called embezzlement, especially if while doing this you are termination of positions within the company to cover it.
