I know for a fact, that most police stations have an internet accessible police scanner. Any area that is being "Occupied" by protesters, should have a few people listening in on police actions, commands, and movement in general. Being more organized in this sense would be a good idea. I'm sure that with smartphones and such, there's a way to find a local scanner for nearly every occupied area. Somebody better equipped than me could make an app for iPhones, even. I'm a little homeless at the moment, stealing my internet and power from a McDonalds tonight. But thinking tactically like that is a good way to ensure that nobody runs out of battery power before anything significant happens on the front lines. Any thoughts or comments on why this hasn't been done yet?

Is this not a good idea for some reason? http://www.radioreference.com/apps/audio/?feedId=9665 That should be a link to the online scanner for Alameda County (Occupy Oakland) They're mostly done for now. But they would at least know when they're about to get gassed or pelted with rubber bullets.
