I tried the suggested phone number and got no where. However, I did find this link http://www.nyc.gov/html/mail/html/mayor.html which I used to submit my complaint that he should not close the park to OWS protesters after cleanup. The page has a form for sending him an email. It worked. But you have to wait a minute or so after hitting the submit button.
I have no idea if this will help the OWS protesters but at least it is one avenue.
You can also send Obama an email requesting him to tell Bloomberg not to close the park:
