Limit time allowed for campaigning, e.g. no adverts until 2 weeks before election day. This will also reduce boredom and apathy. The unspoken question - how to get addicted bloodsuckers to agree to close off their supply? BYW, free college education through postgraduate, not so great. Dynamic youth dissapating energy in school? Nah.
