Newt's New Contract

As previewed at the last debate, he's delivered a product "far bolder, far deeper, far more profound" than 1994's Contract, not to mention 1980's.

Last week, Newt Gingrich released his 21st Century Contract with America, composed of 10 specific legislative proposals he would enact if elected President. In the 1994 Congressional campaigns, Republicans not only rode Newt's Contract with America proposals to Republican majorities in Congress. They maintained their House majority for 12 years, after Republicans had only held a House majority for 2 of the previous 74 years.

Newt's 21st century contract is similarly a document on which the entire Republican Party can campaign next year, and win a generation of governing majorities.

Booming Recovery, Long Overdue

Gingrich pledges in his new contract to "Return to robust job creation with a bold set of tax cuts and regulatory reforms that will free American entrepreneurs to invest and hire, as well as by reforming the Federal Reserve."

That includes a proposal for corporate tax reform, closing loopholes and reducing the federal rate from 35%, second highest in the developed world, all the way down to 12.5%. Ireland, long a poor, economically backward nation, adopted that rate in 1988 when it suffered the second lowest per capita income in the EU. The Irish rode the resulting boom over the next 20 years to the second highest per capita income in the EU. Jack Kemp used to advance this policy for America as well, noting that our own Treasury Department issued a study showing that Ireland raises more corporate tax revenues as a percent of GDP with this low rate than we do with our rate nearly 3 times as high.

Gingrich's economic recovery plan would also abolish the capital gains tax, because "At a zero percent rate, hundreds of billions of dollars in new investments would pour into the United States to create new firms and build new factories." By effectively double-taxing capital income, the capital gains levy discourages the venture capital that feeds start-ups and creates jobs. That is why 14 out of 30 OECD countries, plus China, Taiwan, Hong Kong, Singapore, and others, already enjoy zero capital gains taxes. Gingrich's Contract would further eliminate double taxation by abolishing the death tax and the Alternative Minimum Tax.

Gingrich's new contract also includes the proposal for an optional flat tax long advocated by Wall Street Journal senior economics writer Steve Moore. Gingrich explains:

All tax filers would be given the option to pay their income taxes subject to current income tax provisions or to pay under a lower single rate of taxation with limited deductions. A revenue neutral flat tax reform would save hundreds of billions of dollars in compliance costs each year and would eliminate the need for taxes on savings, dividends, and capital gains. A faster, flatter, fairer tax structure would be simple: tax returns could be done on a single page. Subtract from your income a standard deduction and deductions for charity and home ownership, multiply the result by a fixed single rate of taxation, and the process is over.

This is a complete answer to President Obama and Warren Buffett arguing that corporate CEOs should pay the same tax rate as their secretaries. Under a flat tax, they would. In my recent book America's Ticking Bankruptcy Bomb, I explain that with the resulting economic boom from these policies, on a dynamic basis the revenue neutral flat tax rate could be as low as 15% for all.

Gingrich adds, "To further empower job creators, we must get rid of regulations that prevent them from growing and hiring. This means taking decision-making power from bureaucrats who don't know how job creation works." That would include repealing the Dodd-Frank regulatory tsunami threatening to swamp the nation's financial system, and replacing the Environmental Protection Agency with an Environmental Solutions Agency "that will operate on the premise that most environmental problems can and should be solved by states and local communities…and focus on incentives for new solutions, research and technologies." Gingrich would also replace the National Labor Relations Board with "a new common sense organization for labor-management relations," and reform the Food and Drug Administration to fast track wonder drug breakthroughs.

Gingrich provides for a complete Reagan style economic recovery plan by also proposing to fundamentally reform the Federal Reserve.

I live in Georgia, and I know all about Newt, who was a Congressman from Georgia. I know he is another NWO clone who will do the will of Wall Street and his 1% buddies. Believe me, if we want a REAL answer to our problems, Newt is not the way to go. He is yet another train wreck on the road to disaster.

God, I could barely make it through this BS. When are they going to stop it already with the "trickle-down" bullshit. I'm tired of getting my leg pissed on and told it's raining.

For starters, any corporation paying 35% should fire their accountants. Ask GE how much they're paying. As far as cost of compliance goes, said corporations will use their accounts to avoid paying the proposed 15% as well. Those dumb enough to not utilize accountants, or those too poor to afford them will be stuck.

Second: Environmental rules and regulations often spur technological advances needed to comply. Third, gutting the EPA? Really? Does anyone remember when rivers in this country used to catch fire? Who could argue that the removal of phosphates from detergents was a bad thing. One only has to look to the past (and not too far) to see how big business raped, pillaged, and polluted this planet. Do you think they've found altruism since Nixon started the EPA? Please.

Fourth: To eliminate the National Labor Relations Board (i.e. Unions) for something that they couldn't even come up with a good name for? Once again, Please sir stop insulting our intelligence. Some of the things we all enjoy came about because of the unions. The 40 hour work week, weekends, overtime pay, child labor laws, I could keep going, the list is long. Unions are the only organized way the working class can often get representation.

The only part I agree with is the last part, keep the wonder drugs coming. Too bad they will be considered experimental, non-formulary, and not covered by our crappy insurance until they've been available to the wealthy first for years.

I don't know if that kind of tax restructuring will work or not - someone should talk to someone else from Ireland to see just how well it actually works - but I will concede that it may.

The FDA does not need reformation - they need to be fully funded. And only in rare instances do 'new miracle drugs' need any kind of fast tracking - and that only where options are minimal and testing has shown real promise. As a general rule, the FDA needs to go a bit more slowly on new medical breakthroughs, as they are often attended by adverse affects not picked up in the current testing regimen.

Many environmental issues encountered by international corporations will certainly be swept aside as so much chafe as soon as states and local municipalities assume regulatory authority for such is the power of a handshake, a smile, amid the aura of wealth and power. It promises new Love Canals all across our land.

Union busting repelicans cannot ever be trusted to craft any form of labor relations entity simply because they have small black hearts that cannot ever be trusted. We know well what "labor-management relations" means - it is to manage labor as they downsize labor's pay.

And if you want to see a real regulatory tsunami then elect me as President - and I will show you a regulatory tsunami

Gingerich is largely responsible for the current GOP scortched earth strategy.

In 1995, as House Speaker, Gingerich and the GOP shut down government when Clinton rejected a GOP budget cutting education, medicare and public health (sound familiar?).

Gingrich is also the only Speaker of the House to have been disciplined for ethics violations (so far).

Until we can get country of origin labels tightened so that we can make the Right choice.

Do the following and encourage others.

-Buy American even if its a couple dollars more. This is the most important message.

-Organize peaceful demonstrations outside prominent retailers. To encourage them promote a American made alternative for every product they carry. Retailers have a lot of options on in store placement and promotion so vote with your dollars and protest if they are not visibly supporting American made products.

-Spread the word. If this movement only did one thing. Keeping American dollars in America then we would solve our current crisis.

This grass roots movement can make a change one person at a time and one dollar at a time.

The system is flawed. The concept of a president is old-change the world-broaden thoughts and ideas-the power should be to the people and no one man should be head of any state anymore-to hell with governors, mayors, and the rest....General Assemblies in every neighborhood. No more employer-employee...the only way to be done with slavery is for everyone to be the OWNERS of their labor-think outside this bullshit box they have us in. Changing presidents is NOT going to solve the problems we have in this country and the world.

Gingrich is a member of the Council on Foreign Relations. He helped push the GATT Treaty and NAFTA down our throats. He is a GLOBALIST just like Perry and Cain. We have a 2 party DICTATORSHIP ! and a media that is unworthy of the name !

MB: What is the media reporting inaccurately about the economy? NG: I love humor disguised as a question. That's terrific. I have yet to hear a single reporter ask a single Occupy Wall Street person a single rational question about the economy that would lead them to say, for example, "Who is going to pay for the park you are occupying if there are no businesses making a profit?"

i campaigned very hard for Ron Paul during the last primary. but i cannot get my head around a few issues - i would vote for him if by some miracle he was nominated - but i don't think that is the plan and Ron Paul doesn't seem likely to disrupt the plan.

Great. Who provides the money for the infrastructure that investors need to lay fiber-optic cable, ship their goods to market, and ensure that they have an educated workforce? Do we just keep borrowing from our competitors overseas until they decide to sell their Treasuries? Every capitalist in this country depends upon public services for their investment to succeed.
