It's %100 legal to be topless in New York. Male or female. You might not agree with it, but there was no law broken. If it's LEGAL you shouldn't get arrested for it.
But what is "legal"? Is it what we can do in theory or practice? If we have every right on paper, but not in real life; we don't have it at all.
This is a country where the cops make the laws. This is what a police state look like.
