It seems to me that even the regulators need regulating. How do we regulate human nature in positions of power capable of circumventing regulations?

Create a culture of higher trust, when it seems everybody else is on the take, why should you feel compelled to stick to the straight and narrow. I seldom agree with republicans, but Jon Huntsman had it right, we have a trust deficit in this nation.
