It is pretty clear who should be charged with fraud, all of the individuals who made the 'liar loans', (Loans made with no proof of equity or income, and may include some lies to push it through).
Equally guilty were the executive officers who knew their actions would cause a meltdown in the finance sector, but gave themselves huge bonuses anyway, many financed by bail-out tax dollars.
Present a mock trial. Get a judge, a prosecuting attorney, and defense attorney, and so forth. Great theatre, a way to educate, present a clear message, it's peaceful, and it is protest.
It could be the spark that ignites a light that shines the truth on all Americans, and the planet.

It is clear who should be charged, but we need to prove our claims. This is done by looking at documents that were created at the time the fraud was perpetrated. What we have right now is an outcome and a fraud theory. What we need are officials willing to start up some real law suits with discovery demands -- legally enforceable requests to view documents created over the time of the fraud.
We need to occupy the United States Justice Department, and demand they begin an investigation. They know how to request discovery. It wouldn't take long before the individuals and the institutions would begin coming forward and confessing their souls if they thought they could get a better deal than if they answer a warrant.
This fraud may go so far up the food chain that an investigation would indite top officials. They will not allow this to happen without a serious fight.
Yes, the Justice Department needs to be occupied.
