Assuming this is a protester you're talking about,

Atheists will blame natural selection. Agnostics will blame an impersonal God for allowing him to freeze. Religious people will blame him for not praying to his personal God to stop him from freezing.

Anarchists will say it was his choice. Communists will make him a fallen komrade. Socialists would have offered to share their coats with him. Capitalists would have offered to sell him a coat.
