These are things these small communities within the larger ones can't produce themselves.

Well, sure, if all you want to do is survive. Hell, if we look at it that way, Detroit was merely surviving to begin with.
At some point, this becomes very, very close to "I was in a grocery store and watched this woman buy soda pop and pay with welfare money and then drive away in a pink Cadillac. Her hair was done and she had tatoos."
Who decides what products and who decides what innovations?
Secondly, we cannot turn back the clock. So, if what is wanted is a permanent third world or create a rural area then doing without innovation is fine.
I would like to look into the education system they are designing. If they are going to do their own innovation in the future, that is key.
They other question them becomes can they grow and mature fast enough to out strip the wider world?

I haven't heard that in awhile. It's hard for me to go off of one article. So, I am just going to speak in general terms and leave that be.
Any school is going to need accreditation. I have encountered several schools that nobody realizes they lack this until it is too late. Which means that the primary problems......high stakes testing, teaching to the test, forcing this lack of critical thinking will still be present. So, even if we returned to the time period before this evolution of high stakes testing then there is still the issue of poverty which determines the success of a student. It was present before and it is present now.
It really ticks me off when I hear people speak as if they are going to teach a particular group some type of skill set that they firmly believe does not exist. It's something that I keep coming across. It frustrates the hell out of me.
