Forum Post: How are the 'Best Comments Today' Determined?

What determines what is listed as one of the 'best comments today'? I've seen some really foolish comments with few responses listed (e.g. 'communism didn't fail, it was never tried').
Is it based on the number of responses? Apparently not. So what IS it based on? The mods? Who are they?
This makes me suspicious of who exactly is administering this site and whether they are abusing their position to manipulate and censor opinions.

Anyone can vote on a comment. However the method of doing so is hidden so that only intelligent people can vote.

Actually, there really has been no communism. Communism is cooperative with no leader and no favoritism. Every country called communist had a leader who was a dictator, and had a party of members who gave themselves many benefits over the average citizen. The state owned all sources of products and natural resources. It was more closely socialism, but was really a dictatorship at its core, but the ruling party was a powerful group.
