If your in a very small town or a big city design a website and have a listing of ALL locally owned business, (not corporate franchises, they get enough advertising), You could keep it pretty simple, just a directory like the yellow pages, but it would be there to help support only people who live in your community.
The cost to have a site hosted is fairly reasonable these days. I'm sure you could do it for under $200 a year. You could have their listing click through to a website they already have, or you could make a page for them. You could charge for that, but I wouldn't ask for too much, Maybe $50 a year for a real nice page.
From time to time, like around the holidays you could solicit your advertisers to chip in together to run an ad in the paper encouraging people to shop local, and of course, list the website URL.
I bet you guys can think of other things we can do to support local businesses.
