US government agencies and countries of the world don't agree on any one definition of "terrorism," but here's a simple one from the FBI:
"Terrorism is the unlawful use of force and violence against persons or property to intimidate or coerce a government, the civilian population, or any segment thereof, in furtherance of political or social objectives."
Note that "unlawful use of force" definition. This allows "government" to "lawfully" use force against anyone they wish for the furtherance of whatever they wish.
With vanishingly rare exception, every clan, tribe, kingdom, empire, democracy, republic, or similar hierarchical group ever created in the world and throughout history has been composed of a ruling class that "lawfully" demands tribute in the form of property or labor or taxes from its own citizens under the threat or use of violence.

except that unlawful exception (terrorism should always be unlawful )
