Although New York and Connecticut have state laws that prohibit the practice of blacklisting, they are limited in scope and fail to adequately punish firms that engage in these practices. How many of you would support legislation that would empower the EEOC and state departments of labor to revoke the licenses of employment agencies and file civil lawsuits against them, based on an expanded definition of discrimination when these employment agencies choose to blacklist because of conflicts that naturally arise between a candidate and agency over an agency's unprofessional business practices?
